General Comments: As part of the update process 2017 NAVADMINs (thru 314/17) and NAVADMIN 003/18, PPIBs (thru 17-28), and MPAs (thru 45/17) were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. The most significant impact/changes to the SOPs include: A. Blended Retirement System (BRS) As reported last month, while no direct impact on the Fleet Reserve/Retirement SOP, BRS was deployed with NSIPS Release 1.4.11.1. Service Members can now access the BRS Module to view their BRS eligibility status. BRS relevant guidance that was issued during the month of December includes: 1) NAVADMIN 294/17 Final Reminder to Complete Blended Retirement System Opt-In Training. This NAVADMIN served as a final reminder that all Navy personnel who are eligible to opt-in to BRS needed to complete the BRS opt-in course by 31 December 2017. 2) NAVADMIN 302/17 Notification of the Start of the BRS Enrollment Period and Enrollment Instructions for opt-in eligible Service Members. This NAVADMIN announced the BRS enrollment period for opt-in eligible Service Members will be open from 01 January 2018 until 31 December 2018. During this window, opt-in eligible Service Members may enroll in the BRS via the myPay website. Opt-in eligible Service Members who do not choose to enroll in BRS will remain in the current legacy retirement system. However, if a service member elects to enroll in the BRS, that election is irrevocable. 3) MPM 1810-080 Enrollment in the Blended Retirement System (20 Dec 2017) 4) MPM 1810-081 Continuation Pay for Members Enrolled in the Blended Retirement System (20 Dec 2017) 5) Important Note: Each Service Member should ensure that their Date Initially Entered Military Service (DIEMS), the earliest date of enlistment, induction, or appointment in a uniformed service is accurately reflected on their Leave and Earning Statement (LES) and in their NSIPS Electronic Service Record (ESR). The DIEMS is critical in determining an AC and RC Service Member's BRS opt-in eligibility status. Additionally, AC Service Members should ensure the Pay Entry Base Date (PEBD) status in a uniformed service is correct. RC Service Members should ensure their retirement point total is correctly reflected in their NSIPS ESR. If the PEBD or DIEMS date is not correct on the Service Member's LES or NSIPS ESR, or a Service Member believes their BRS opt-in eligibility status is incorrect, the member should contact their Command Career Counselor (CCC) or Command Pay and Personnel Administrator (CPPA). Refer to NAVADMIN 302/17, MPM 1810-080 and PPIB 17-26 for detailed corrective action, as required. 6) Additionally, the November Monthly SOP Update listed a comprehensive recapitulation of relevant BRS messages and additional resources. 7) Sailors who have questions about eligibility for BRS should talk with their Command Career Counselor or Command Financial Specialist. 8) More information on BRS can be found on the Navy BRS webpage at www.public.navy.mil/bupers-npc/support/21st_Century_Sailor/readiness/Pages/ Personal-Financial-Management.aspx. B. Extension and Reenlistment SOP Updates The Extension and Reenlistment SOPs were updated resulting from Selective Reenlistment Bonus (SRB) and Enlisted Supervisor Retention Pay (ESRP) Updates in the following: 1) NAVADMIN 311/17 Selective Reenlistment Bonus Update December 2017 This NAVADMIN announced revised SRB award levels and reenlistment policy for AC and Full-Time Support (FTS), and superseded NAVADMIN 144/17. Changes to Navy Enlisted Classifications (NEC), as a result of the new NEC construct, are reflected throughout this NAVADMIN. As a cross-reference, both legacy and new NECs are listed in the message to show SRB eligible ratings/skills. Legacy NECs are annotated in this NAVADMIN as LNEC and new NECs are annotated as NNEC. Commands should check the Navy Personnel Command (NPC) website for updates as new NECs are released: http://www.public.navy.mil/bupers-npc/career/enlistedcareeradmin/Pages/SRB.aspx. Increased award levels are effective immediately and decreased levels are effective 30 days after the release of this NAVADMIN. 2) NAVADMIN 003/18 Enlisted Supervisor Retention Pay Update (ESPR) This NAVADMIN updates award multiples, stipulates eligibility/application process and supersedes NAVADMIN 225/16, Enlisted Supervisor Retention Pay Update to Bonus Multiples. C. Extension SOP updates The Extension SOP was updated resulting from the following changes: 1) NAVADMIN 307/17 Alignment of Enlistment Contracts with Duty Station Tour Lengths There are currently over 61,000 Sailors whose enlistment contract ends prior to their projected rotation date (PRD). This misalignment causes unexpected gaps in manning. This NAVADMIN announced comprehensive policy and process changes, and directs commands to take immediate action to align enlistment contracts with duty station tour lengths. Effective upon release (of this NAVADMIN) through 31 May 2018, the Navy is in an Alignment Open Season with details spelled out in paragraph 5 of the subject NAVADMIN. In addition, BUPERS is implementing several policy and process changes to maintain long term alignment. These changes are effective immediately and include: a. Commanding Officers (CO) Extension Authority, b. Obligated Service (OBLISERV) Policy, c. Career Waypoints (C-WAY) Policy, and d. Enlistment Extension Policy. Alignment Open Season is the time period from release of this message until 31 May 2018. In an effort to make rapid improvement to align enlistment contracts to tour lengths, the following actions are authorized during the open season: a. Commands will engage Sailors whose enlistment contracts end before their PRD to facilitate the initial execution of this NAVADMIN. Using Billet Based Distribution, Command Activity Manning Managers can identify Sailors whose enlistment contract ends before their duty station tour length. At CDBs and subsequent discussions, personnel should be advised about the career implications of a decision to extend their enlistment contract, and the benefits of staying Navy. Commands are required to counsel Sailors on the importance of extending prior to 13 months before the end of their enlistment contract to ensure career stability. b. With CO approval, Sailors requiring a High Year Tenure (HYT) waiver to comply with this policy are approved to extend to meet the full prescribed tour length without the need of a HYT waiver request. Nuclear-trained E4 and E5 Sailors who will exceed HYT or nuclear trained E6 Sailors who intend to extend past 20 years of service, must submit a HYT waiver request via NAVPERS 1306/7 to OPNAV N133. c. Sailors who were not approved in C-WAY for reenlistment but who are mid-tour can be extended by their Commanding Officer to complete their prescribed tour, following guidance contained in this NAVADMIN. These Sailors can then re-compete in C-WAY for a reenlistment quota during the normal orders negotiating timeline. D. Separations, Extensions and Reenlistments SOP Updates The following NAVADMINs identify changes in Separation/Retention policy and have been reflected in updates to Separations, Extensions and Reenlistments SOPs. 1) NAVADMIN 304/17 Physical Readiness Program Policy Change Effective immediately: All commands will discontinue processing members for separation as a result of Physical Fitness Assessment (PFA) failures. Separation orders resulting from PFA failures prior to Soft End of Active Obligated Service (SEAOS) with approved dates after 31 March 2018 are cancelled. Officers with approved separation orders for PFA failure with a directed separation date prior to 1 March 2018 can request their separation orders be cancelled in order to remain in the Navy by contacting PERS-834, subject to Secretary of Navy (SECNAV) approval. Refer to subject NAVADMIN for detailed guidance regarding enlisted Service Members. Additionally, MILPERSMAN 1910-170, Separation by Reason of PFA Failure, is hereby cancelled. Revisions to references (a), (b), and (c) are forthcoming and will be published at a later date. REF A IS OPNAVINST 6110.1J, Physical Readiness Program REF B IS NAVPERS 15560D, Naval Military Personnel Manual REF C IS BUPERSINST 1610.10D, Navy Performance Evaluation Systems 2) NAVADMIN 290/17 Modifications to Enlisted HYT for AC and FTS Personnel. This NAVADMIN announced updates to the Navy HYT policy by amending the E3 HYT length of service (LOS) gate for AC and FTS personnel. Revisions to MILPERSMAN ARTICLE 1160-120, HYT are forthcoming and will also encompass updates in the announcement made in NAVADMIN 143/17, Modifications to Enlisted HYT for AC and FTS Personnel. All other HYT policy contained in the above references remain in effect. 3) NAVADMIN 288/17 Early Separation Policy NAVADMIN Cancellations Retention of every capable Sailor is critical to the operational readiness of the Navy. Therefore, all early out programs and minimum service requirement waiver programs are cancelled. Service commitments such as enlistment contracts, service obligations for accepting promotions, bonuses, education, etc., are expected to be fulfilled. As a result, references (a) and (b) are cancelled. REF A NAVADMIN 103/14, Enlisted Early Transition Program REF B NAVADMIN 182/16, Time-In-Grade and Next-Lower-Grade Waivers E. Retirement and Separations SOP Updates The following NAVADMIN changes will be reflected in updates to Separations SOP. The electronic routing of the Retirements and Separations request will be built into the Customer Command requirements of the respective SOP. NAVADMIN 273/17 Implementation of Retirements and Separations Functionality Within Navy Standard Integrated Personnel System (NSIPS) This NAVADMIN announced a self-service function for Retirements and Separations (R&S) within NSIPS. This functionality allows members to initiate requests electronically via NSIPS self-service, route them through their chain of command for review and recommendation, and then electronically route the request to Navy Personnel Command for a decision. This improvement provides transparency for our service members on the status of their requests, an integrated waiver process when needed, and electronic notification of the final disposition of requests for both the member and the command. F. Page 2 SOP Updates The following NAVADMIN changes will be reflected in updates to Page 2 SOP. NAVADMIN 254/17 Self-Service Record of Emergency Data and Dependency Application Regional Phased Implementation Schedule and Training Availability This NAVADMIN announced the phased implementation of self- service capability in the ESR within NSIPS for processing emergency contact and dependency information. The NAVADMIN details: a. Updated Process for Sailors b. Updated Process for Commands c. System Access d. Timeline e. Training, Policy, and Standing Operating Procedure (SOP) Resources f. Points of Contact Shore Commands Only: Per NAVADMIN 254/17, the phased implementation of self-service capability in the ESR within NSIPS for processing emergency contact and dependency information has begun. Command Pay and Personnel Administrators (CPPAs) will be required to request the Command RED and DA user role in NSIPS for the unit identification code(s) (UICs) they manage. RED and DA functionality will not be available for the CPPA role until a future date. The Page 2 SOP will be updated to reflect new RED and DA processing requirements in conjunction with the phased implementation, training and release of governing instructions (e.g., MILPERSMAN 1070-270, Dependency Application, and MILPERSMAN 1070-271, Record of Emergency Data), which will contain the new guidance and procedural instructions. G. Military Pay Advisory Evacuation Orders and Lines of Accounting MPA 040/17 LIMITED EVACUATION ICO CALIFORNIA WILDFIRES VENTURA COUNTY/LOA MPA 042/17 MODIFICATION OF LIMITED EVACUATION ICO CALIFORNIA WILDFIRES/LOA The purpose of these messages was to disseminate the Lines of Accounting Classifications (LOAs) to be utilized in processing evacuation order travel payments. Due to the short duration impact of these type messages, they are not routinely added to the Travel SOP reference listing, however, the MPAs need to be reviewed to ensure the proper use of the correct LOAs over the authorized period. H. PPIB 17-28 BUPERS Migrated from the Standard Accounting and Reporting System (STARS-FL) to the Standard Accounting & Budgetary System (SABRS) The subject PPIB reiterates guidance in PPIB 17-22 FY-18 LOA Changes and Orders Issued After January 1, 2018 and PPIB 17-23 Correction to PPIB 17-22 that was reported in the October SOP Monthly Update. Effective 01 October 2017, BUPERS migrated from the STARS-FL to the SABRS. Due to this migration, BUPERS was required to modify its Operations and Maintenance, Navy (O&MN) Standard Document Number (SDN) for fiscal year 2018 and beyond. The new SDN format impacts TEMDUINS funding for any orders released prior to 01 October 2017 that contain FY-18 O&MN funding. Also, effective immediately no advances or settlement payments should be made using the old SDN. Travel Offices/TPCs need to request modified orders from the traveler or review NSIPS for an order modification. If sailor is not in receipt of modification they must contact the detailer. Travel Offices/TPCs need to be cautious when settling claims as advances may have been issued under the old SDN that must now be charged to the settlement under the new correct SDN. 4. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, DoD/OPNAV initiatives, and stakeholder/ customer feedback. The impacts are detailed below: A. MILPERSMAN Change 61. MPM Change 61 Update has closed, but the MPM Quarterly Change Report has yet to be approved so it is not currently posted. When it is posted, the summary of the articles that were issued/updated/ canceled and incorporated in Change 61 can be viewed at: http://www.public.navy.mil/bupers-npc/reference/milpersman/Documents/MPM_CH-Summary.pdf.
